Although the concept of affordability in housing research and policy has repeatedly been questioned in terms of its operationalisability, it has regained prominence in the context of the global housing affordability crisis. In this re‑emerging debate, researchers Marietta Haffner and Kate Hulse (2021) argue that discussions of housing affordability are increasingly shaped by inequalities in access to urban resources rather than focusing solely on housing costs as a driver of poverty and social disadvantage.
